Most Yorkies require dentals every 6 months to a year when minimal homecare is given (owners just try to get out of it). Brushing at least once a day can be very good for the teeth and gums, but dentals will still be needed in most cases (maybe just longer spans in between them). If teeth are loose/falling out, the mouth is very likely diseased and veterinary attention is absolutely necessary. Dentals are part of routine dog care.
If dental disease is not taken care of, it can lead to organ dysfunction (heart, liver, lung, kidney issues..).
Since this pup is having loosening issues, there are probably gum issues (periodontal disease). Nothing you do at home can fix it.
