I had a holder for disposable pads once. Hated it. Spills always seemed to get under it....I don't know for your apartment status, other than give her more than one pad for the smell, see if that helps..You could buy one of the handheld shower things and attach it to your bathtub nozzle and have a hose, kindof...that may work. Drying doesn't take long but the washables are really heavy when soaked. Can you sit a chair or something in the tub or shower to let it dry while you are at work?
