2.3-2.0 is .3 mm, not .03! And when the puppy's head is obviously bigger than the dog's pelvis, of course you need a c-section. Humans are the only species where the baby's head is big enough to fill the entire pelvic opening. In animals the head is supposed to be smaller than the pelvis.
