I recently visited a board certified veterinary dentist and asked about this after learning about it on YT. It is not considered anything but cosmetic when a nonanesthetic dental is done and is rejected by the American Veterinary Dental Association in their position statement here:

My high risk dog underwent a dental in a specialty hospital with an anesthesiologist on site who consulted to create her protocol. There were no problems at all and it turns out the protocol they used was the same many vets use for small toy dogs for dentals (induction with propofol and maintenance with isoflurane).
