In this case, if I were you I would wear the "bully" badge proudly. Someone has to stand up for the defenseless tiny girl and speak out, even if all you can do is state your opinion. You just can't stand by when someone is doing something wrong for fear of their "feelings," you had to try. That it falls on deaf ears says a lot about their lack of empathy and lack of conscience, and that type of person simply can't be reached.
Pray for the momma and her pup(s), and bless you for taking a stand and being a "bully" for what is right.
