Unfortunately, I doubt there is anything that can be done. Unfortuantely, pet stores don't care and sell puppies as just another commodity. They come from puppymills who don't care about anything but money. The only time you could make a fuss is if they are being sold as registered purebreds and are not providing the registrations.
