Yes..If it comes down to a tie when picking a winner between a past winner and a non winning caption, than yes. Of course, let the other have a chance to summit a picture.
But if a caption stood OUT beyond any other, made you laugh so hard to almost peed your pants. Than I think regardless of a past win. You need to pick that caption and not judge the winner on weather they have won before. I'm just sayin.... you gotta go with the caption not who posted it.
