I don't blame you for being stressed at all.
I would not stand for another to come in and mistreat my babies. It sounds like she needs to be in a home where she is the only dog. You are right, it is not fair to her to be kenneled all day or fair to your Momo for be isolated either.
Can you talk to your husband and have him make other arrangements with your sister-in-law?
