Scraping teeth at home is generally not recommended. There is risk from injury if they jerk. Also, you can't get under the gum line if they are awake, so most of the time it's almost purely a cosmetic procedure. The mouth should be evaluated every 6-12 months by a vet to make sure that a dental under anesthesia is not needed.
The American College of Veterinary Dentistry has put out a statement on anesthesia free cleaning which vets should be following.
Teeth should be brushed at least once daily.
