If he is shaking like dogs do when they get wet, then it is very likely his ears. They need to be checked. And the longer that he does the shaking thing, the higher the chance of getting a hematoma (blood pocket between two layers of cartilage) in there. Then you'll have a lot more to deal with. So best to get him in quickly.
If you mean his head is bobbing, then it's an emergency.
