My Japanese Chin / Poodle mix does this and chews on his feet constantly. At first I thought it was food allergies, so we put him on the duck and potatoe food, but that didn't work. Found out it is airborn allergies, just like we have, except instead of sneezing and having a runny nose, it bothers his skin. He now had to have children's Benadryl every day, but that helps a whole lot. Good luck!
