I agree with Sparky that the feeding guidelines on dog food packaging exceed what most dogs need.
A quarter of a cup of food for a 7 pound dog sounds like too little. What brand of food do you feed?
What are your dog's measurements? (length and from floor to the topline at his shoulder)
You should be able to feel his ribs without squeezing too hard and when looking at him bird eye view, you should be able to see a waistline. Looking at him from the side, he should have a tuck, meaning his stomach should be significantly higher than his chest line.
If you are still unsure, have your vet give you an opinion on his body and diet and determine if there is a problem that requires further investigation.
