I use washable pads, but I do wash them every day, or every other day with bleach. If there is an odor of urine after the wash from an unusually heavy volume of urine, I just run them through again. That has always worked for me, or else I'll set the machine to do an extra rinse cycle. I've also done a soak and rinse on the peepad load, then a wash with an extra rinse.

After the peepad load, I'll do a load of whites with more bleach and an extra rinse. Urine is sterile unless your dog has a UTI, so cross contamination shouldn't be a problem, but the smell of urine after the wash tells me that the pads are not clean.
