Default Why hasn't anyone invented this yet?!

As of today I know of 2 people who have lost their dogs within 3 months. Both dogs have tags, but both didn't have them on, since they are primarily inside dogs and only wear the tags when they go for walks or on a trip. In both instances the dogs got out when someone opened a door and they darted out. I know microchipping is fantastic & Gabby will be getting her chip soon. But why not take it a step farther than just being able to locate the dogs owner when the chip is scanned? Since we can have ONSTAR installed in our cars to locate them when they get stolen, shouldn't we be able to do this with our pets? I know it would take a lot of work to make sure the device was safe for our pets, but in the end there would be a lot less worry.

I know this is probably a pretty controversial topic, but seems to me like it could be a good idea.
