Okay the meds haven't worked? I am assuming this. coughing in the morning or after exercise is not normal.

Time for a second opinion, and just ask for a referral to a specialist. It maybe something as simple as allergies, or it may be a type of resistant kennel cough (ie resistant to the meds already prescribed). It also maybe CT or collapsing trachea. Has the vet ruled out CT? Has the vet listened to the heart and tested lung function?
