My brother's dog (who's a Cairn) can get like that sometimes. Although he's never snapped, he has growled. It just took working with him. It'll be challenging because you're kind of working against instinct. But with Mac, I suggested that my brother take him out, with his favorite treat and basically treat it like potty training 101 all over again so his focus is on getting the treat, and not the bird.

Also, my brother would distinguish a different part of the fence as potty time that he didn't have access to any animal, car, or sidewalk walker.
