I have had poms that do this and chis,it must be a toy breed thing. They all outgrew it.
Never scold them for piddling when excited. If you are having guests,carry baby to the door with you and then take them straight outside after saying hi. I usually either keep them in my lap while we have guests or put them in their pen,until they get a little older.
