okay i use Microsoft Office picture Manager I am guessing any where you pictures go it may have the same ways of playing with your picture
then under picture there is a resize button click that and then pick the size usually 640 by 480 will work it will ask you if you want to save and say yes
then to place on here go to message and attach picture
