They should be brushed 1 to 2 times daily. Times really don't matter, but right after the last meal of the night would seem to make the most sense.
Did you try slowly introducing the process (lick toothpaste off finger the first day, then go to rubbing teeth with finger full of toothpaste, then let 'em lick off the brush, etc.)?
