You may or may not be responsible if your dog bit another dog on your property. It would depend on the leash laws or if the other dog provoked the attack. Same with the human - depends on if they were invited or trespassing or provoking the dog. Of course, nine times out of ten if a human is bitten, the dog owner will be 'responsible'.

But it's a lot harder to prove when it's an animal to animal bite.

In the OP situation, the owner could say that her dog provoked his cat. Unless she had witnesses - would be hard to prove.

Sounds like a losing battle in this situation.
