Josie doesn't like to go outside when it's raining, snowing, or really cold. We have a puppy pad inside that she uses. She used to have accidents but we would soak up the pee with the pad and leave it on there, then use a good enzyme cleaner to clean up the rest. Pretty soon she could only smell her scent on the pad so she just goes there. She doesn't alert us to go outside either, we just usually try every couple of hours. If she has to go before that, she uses her pad. It seems to work pretty well.
