It's never a good idea to reprimand for bad potty unless you catch them in the act and even then you want to redirect to the correct location. So I would ignore the bad potty as you are doing and clean it up but out of her sight (or she'll soon think you're the maid). Reward and praise for good potty. She'll get it eventually.
