No US does not have quarantine except for Hawaii. It would have to have rabies vaccination and most airlines flying into the US will require a valid health certificate issued within 10 days of flying.
However, I would caution on buying one elsewhere like that and bringing it over unless you actually do know the breeder well. My reason- what happens if something goes wrong, ie health issues show up later that could be genetic or congenital problems that have not shown up.
My advice is always to buy as local as possible from a breeder that will guarantee and take a puppy back and advise you for what ever it is you need for your puppy.
But it is up to you what you decide to do.
