I second BRITSTER's reply. My very sensitive yorkie pup was adamant she was not going to walk on a leash. First, I spent a lot of time getting her used to the harness - just in the house and the yard. Then I added the leash - huge setback, so she just wore it all the time. I took her out in my front yard with her favorite high value treat. Nothing. I could cover the sidewalk in it, she wouldn't move. Finally, I decided to involve the other dogs.
My partner took the two poodles out on a leash, and I took the yorkie. The poodles went sled-dogging down the block, and my partner stopped them about 12 feet ahead of us. I waited the puppy out, and she eventually made a dash to join them (reward, reward, clap, high pitched happy sounds) - then we did it again. After about an hour, we'd walked one block. It was exhausting. But that was it. We turned around and headed home, and that only took about ten minutes.
I started walking her with at least one of the trained dogs and she got used to that. Next step, I took her out by herself. She managed. We're still working on making walks fun - instead of a chore - but she is walking on a harness and leash and I know she's safe out there.
