sounds like a security guard on a powertrip! You can't have your dog outside? holy smokes! I understand that not everyone cleans up after their dogs (which is completely wrong in my book!). But isn't it better to step back and watch and then fine the bajeebies out of someone who leaves a nasty on the ground?
