I have a Yorkie now and one in the past who both had seasonal allergies. Foot licking and chewing is something they did when the allergies really bothered them. My older dog chewed and licked at both paws but my younger one focuses mostly on her left paw. Sometimes they would also scratch at their ears or rub their eyes with their paws. It was always worse in the spring & summer. It can be managed and here are a few things I found helpful to manage their symptoms. Use a good filter on your air conditioner and change it montly. Keep your lawn mowed and limit their time outdoors to going potty only when their triggers are at their highest. (My older dog reacted when the Oak trees produced pollen & my younger girl when the summer flowers bloom). Keep your home vacuumed often and maybe bathe your dog once a week to reduce the allergen load. If the dog is just miserable take her to the vet. Liquid Benadry and/or other liquid antihistamines like Clariton or Zyrtec work wonders but you should check with your vet to rule out any other problems and for him to tell you the dose to give your dog.
