I would report this. Failure to provide necessary medical attention and failing to protect is child abuse. What is more concerning is how the mother reacted to it. It will become CPS's job to investigate but the proper thing to do is report.

I am a family law attorney with a large portion of my practice being the representation of children in dependency court (kids being removed from their families) from my experience I can tell you a mother that would let that just go casually has more parental deficiencies.
