My westie was diagnosed with Dry Eye Syndrome and requires daily drops and constant cleaning. So her problem is almost opposite of what your baby has. BUT it took a couple different vets before they recognized this. It might help to find a second opinion. Good Luck with this. We have been dealing with this for over 6 yrs now.
