That seems to be a pat phrase that some breeders say this because they have a harder time placing male pups. Every female I've had personally, or in my extended family, has been very affectionate. I think how a pup behaves has more to do with the owners and how it is raised...just like kids.
Bottom line, yorkies live a long time and are a long term commitment...so get whatever YOU want and will make YOU the happiest.
