Just like people, everything depends on the individual dog. Only time will tell you what the answers to your questions are.

Relative to the 2 dogs bonding, be patient. It may take a year or more. Puppies can be annoying to adult dogs. Things should improve when your puppy begins to mature. Don't try to force anything or intervene, unless safety calls for it. The dogs have to work it out on their own. You can subtly encourage bonding through shared activities: meals, trick training, walks. Praise them when you see desirable behavior. When your girl snaps or does something undesirable, give her a firm, "no snapping" or "uh, uh, uh." Don't be tempted to "rescue" your male pup by picking him up.

As for the male bonding more with your husband or you, depends on the dog. My boys are very attached to their grandpa as much as they are to me. Not all dogs attach themselves to only one person.
