Sounds like marking. Once the behavior is established, it is tough to break. You may want to investigate belly bands.
Ditch the scolding. The damage (submissive peeing) is going to be hard to undo, but not impossible. Definitely use positive reinforcement methods. Far more effective in yielding positive results. My boys thrive on the attention they receive for going potty on the pad and wouldn't miss the cheering and party that follows.
Be sure to give you male ample opportunity to potty in the correct place. Make sure the pad is readily accessible or that trips outdoors are frequent.
