It sounds like your male is doing submissive peeing. Perhaps you have been yelling at him to much. Has he been neutered? My suggestion at this point is to get some belly bands for him and start over with his training. First of all when he goes belly up you should ignore him. Don't give him attention when he is in the submissive position. Does he have free run of the house? He sounds like a sweet pup. He needs praise, reassurance and lots of guidance.
