I think one direction to go is to modify how easy/difficult it is to get an approved breeders certification from the city of toronto.  
Also another step is to enforce or try to pass a law that if you want to sell a dog or cat you must offer a full health guarantee of 3 years.  Refund up to the purchase price of the dog, plus medical costs up to $xxx for any genetic/inherited condition.
