Max was the same way and thought he had to do his business on the pad. It made leaving home for any period of time difficult. Finally he couldn't hold it any longer and pooped on the street. I praised him profusely and did a happy dance. When he saw how excited I was, he decided that he wanted to do that every day. He prefers to poop outside now.

Great advice -- keep walking until he does his business. Then praise!
