Uni didn't realize she was allowed to pee or poop outside other than on her pads until she was about 2 yrs old. Maybe it's just a quirk? or maybe he hasn't been on a long enough walk? Feed him is meal, and take him out for a walk right away. Don't come back till he's pooped outside and praise him like crazy when he does.
