Romeo is adorable! Looks like he is still in his puppy coat and those mats are different than the adult type mats. Puppy mats can happen regardless of how often you comb or brush, like you're saying, even with daily brushing, you'll still have mats to deal with. He may or may not have a cotton coat, but I honestly think it's puppy mats that are frustrating you so much.
Use a good conditioner - PEK by Iv San Bernard is what I recommend and use. You will still have mats, but they will come out easier. You can use any good conditioner though and that should help. A good detangler spray will also help, you can use watered down hair conditioner or a product sold specifically for detangling.
For puppy mats, I always use a teflon coated comb rather than a brush. After I've combed, then I brush. I like the CC pin brushes, their wood pin brush is gentle on the coat. The Madan brushes are also good.
Be patient, the puppy mat stage will pass and hopefully the mats will not be a continued problem.
