A vet cannot diagnose arthritis without an xray. As for LP, a lot of dogs have it and it does not always require surgery. It is always good to have your pup seen by a board certified orthopedic surgeon just to be sure.
As for an exam irritating a knee, sure it could especially if the knee already has issues, but that would be temporary and certainly will not cause lasting damage.
