Welcome to YorkieTalk. Has Teddy had a recent exam by a vet? Sometimes urinary tract problems or other health issues will cause potty problems. I would start there.
Was he ever potty trained during the time he has been with you? Is he pad or outdoor trained?
You can also keep him confined to a small area with an easy to clean floor when you cannot supervise him and while you work on solving this issue. Definitely start with the vet.
