It is possible that he is getting more senstive to the cold. I would definitely suggest warm coats and sweatrs fo rthese little guys becasue they do not have fur like other dogs and when they get chilled they can get sick just like we do.

My Hefner refuses to go outside to pee on cold mornings even here in San Diego so I cannot even imagine what he would be like in real cold wether. Luckily he is pad trained.
