Default Snarling and Nipping

Hi! This is my first time posting but I need help!

Bear is about a year and a half now and fairly small at 3.7 pounds. He has always been very socialized, we did two obedience training classes when he was a pup. But recently, he has begun to get snarly with unfamiliar dogs, especially on walks. He starts to snarl and I know that if I let him get too close he'll try and nip, as he bit my cousins dog on the nose last weekend. If we pick him up when he does this he starts to bark at the other dogs. He does this snarling thing at our toes sometimes too, if we disturb him with our feet when he's sleeping.

Any suggestions to get him friendly again? As he is fine with dogs that he has met before he turned 1.
