First off, dogs don't know they are "bad"- likely you get upset everytime they go to the bathroom inside and they just associate the behavior- going to the bathroom with a negative reaction- so after they go they act scared because they are waiting for the reaction.

Second, you need to try something different. More often then not it is a consistency problem- people are super vigilant when their pup is young and they mistake their own diligence for the pup actually being trained- when they start to slack a little bit, the dog has opportunities to go in the house. You should go back to basic training, that is the pup is always supervised or contained.
