I'd say it's pretty normal. Alice is 7 months old and she has times when she wants to sit with me and other times when she'd rather play with the other dogs or cat. Humans are great for cuddling, feeding, loving and playing with too, but I think almost anytime a puppy is given the choice between playing with a person or another dog, they'll choose the dog lol. They're just so used to being part of a litter that it's normal for them to gravitate toward another dog. I wouldn't worry about it, just keep doing what you're doing and let things unfold naturaly. Just because a puppy wants to play with another dog doesn't mean they aren't attached to or bonded with the human.
