I have three dogs with three different personalities.
My lasha is friendly, we call him a people "h**" because he loves the attention and will "ask" to be petted. He does not like all children. We have some kids in our neighborhood that he has shown teeth to. They are loud, run up to him and in general do not approach him correctly. The parents made a comment about I should be careful that he may bite, I very nicely said the kids need to learn dog behavior and stay away. The parents do not she how their child's behavior is so frightening to the dog.. and a frightened dog will bite.
My shih tuz is afraid of people and will not let anyone pet him. He will block other dogs from getting near me. I keep children away from him. He is the most loving dog in the world... to me. I don't know why he is the way he is... I am working on social skills. As he gets to know people he lets them "love" on him. But I do think a frightened dog is not good around children.
Remy.. well she loves dogs, cats, people, birds... the world. I am more worried a child will try to pick her up than anything else. I also pick her up if we are approached by a larger (doesn't take much lol) dog as a protection of her.
I think parents should control their children, they should not be allowed to run up to dogs they don't know. Just like I control my dogs. I have children (grown now) and if they did run up and frighten a dog and it snaped at them I would take the blame, not all parents would.
