I agree 100% that both should be neutered but it doesn't necessarily mean the problem will be solved. Both of my male dogs were neutered before they were even introduced to one another and they sometimes still try to mount each other even now and again and they are both 4 years old. Smokey was neutered before 6 months (with someone else) and Chip was neutered around 8 months. Neutering will definitely help though.
