Higher resolutions on the web can sometimes do that. The highest resolution I go on the web is 150 though sometimes that blurs as well. The recommended resolution for the web is 72px. If you are in photoshop and change your image size or save for web and devices...try reducing the resolution only by going to 90px with constraints on. This will reduce photo size but should keep your clarity. Hope this helps.
