Long-term, I'd be more concerned with steroids.
Another opinion is needed.
Also though, if this is stricly a food allergy, then Atopica won't help. Only steroids (or avoidance which is the first line of treatment). If they are environmental and the vet doesn't want to use Atopica, then your pup should be skin allergy tested.
