The rabies labeling system is somewhat of a game. In the case of Pfizer's Defensor I and Defensor III, it's the same vaccines labelled different to satisfy different state requirements. Some companies make actually make two different vaccines, but apparently at least Pfizer doesn't.
The vaccine used is pu on the certificate. If the vet used a vaccine labelled for 1 year use (even if it will technically last 3 years), it has to be given the next year. Then though, you can give the 3 year.
Michigan is a 3 year state. Puppy rabies, then one year booster, then every 3 years.
