This is usually the hallmark of a scam. I would use an escrow service. They hold the money until you receive the dog. There is NO other way I would do it. Further unless I had the money to TRAVEL to Hungary and check the dog out for myself and bring it back myself I would never purchase from another country, state or even county. There are so many scams today I would never take such a risk.
Further there are so many fine, reputable breeders here unless you are breeding for type and need something so specific the lines here in the US don't offer it I would never think of attempting this. It's very risky. Think how hard that type of plane trip is on us in the cabin. Now you take a tiny little dog or worse a puppy and fly them in baggage! Especially with Yorkie hypoglycemia issues. I would never attempt it.
Anyway that's just my opinion, I am sure others with far more experience and knowledge will be along shortly.
