I'm not sure if your vet is a specialist, but with these symptoms I would what an ortho consult. Does your Chip have bladder and bowel function? Were his cranial nerves checked on the physical exam?
So yes I have used Chiro and acupuncture for a low back injury. There was a mild improvement in symptoms in his case. I believe the efficacy of these two treatment modalities is entirely dependent upon the skill of the therapist. You will need to research out in your area who is best qualified.
But I'd want a board certified orthopaedic surgeon to review his case, review the xrays, and would definitely seek a second opinion.
The most effective modality for Magic's injury was underwater treadmill, hydrotherapy, massage, and appropriate exercise and crate rest restriction.
