Yes- that looks like an injury, a very painful injury. She needs to see a vet as soon as possible.
These little guys do seem to get into a lot of trouble- I rarely ever go more then 2 months without seeing the vet- but we chose to bring these dogs into our homes and therefore we have a responsibility to care for them.
